Joint Endorsement for Martha’s Rule by GMC, NMC, and CQC

The General Medical Council (GMC), Nursing and Midwifery Council (NMC), and Care Quality Commission (CQC) have jointly announced their support for the implementation of Martha’s Rule by NHS England, via a joint statement published by the GMC. 

This initiative aims to empower patients, service users, and their families and carers with the right to demand an urgent review if they observe a deterioration in health or condition, placing their interests at the forefront of healthcare decision-making.

The regulators have expressed their commitment to upholding the highest standards of care, emphasizing that Martha’s Rule is a significant step toward ensuring safety, effectiveness, and compassionate care. By reinforcing the fundamental principles of listening and acting upon the concerns voiced by health and care service users and their families, Martha’s Rule seeks to enhance person-centred care, ensuring that it is responsive and adheres to high professional standards.

Furthermore, Martha’s Rule aligns with existing standards of care and behavior as outlined in the NMC’s The Code and the GMC’s Good Medical Practice. This initiative also supports the pursuit of open cultures within healthcare environments and reflects the significance that people's experiences have in CQC's assessment of quality and safety.
