Helping A&E Teams Manage High-Impact Users: A New Approach

The National Institute for Health and Care Research (NIHR) highlights an innovative initiative aimed at supporting Accident and Emergency (A&E) departments in managing "high-impact users" — a small group of patients responsible for a disproportionate number of visits.

These frequent users often face complex health and social challenges, including mental health conditions, chronic illnesses, or housing instability, putting significant strain on healthcare resources. The research-backed approach involves personalised care plans, multi-agency collaboration, and the use of data to identify and proactively support these individuals.

"Patients who attend emergency departments five or more times a year account for 11% of attendances. The NIHR ARC West evaluation of the programme supporting high impact users in emergency departments’ (SHarED) found attendance went down 33%"

Early results show a reduction in A&E visits, improved patient outcomes, and eased pressure on hospital staff. This initiative represents a crucial step in optimising resources and delivering tailored care to those who need it most.
