UK Government Introduces New Laws to Combat Child Exploitation and 'Cuckooing'

On 22 February 2025, the UK government announced the introduction of two new criminal offences targeting child criminal exploitation (CCE) and ‘cuckooing’, as part of the upcoming Crime and Policing Bill.

Child criminal exploitation involves adults grooming or manipulating children into committing crimes, such as drug trafficking and theft. Under the new legislation:

  • A standalone offence for CCE will be introduced, carrying a maximum prison sentence of 10 years.

  • New civil prevention orders will allow courts to restrict individuals suspected of grooming children, even before a crime is committed.

‘Cuckooing’—where criminals take over the homes of vulnerable people to carry out illegal activities—will also become a criminal offence:

  • Offenders can face up to five years in prison.

  • The law aims to protect victims often overlooked or treated as complicit in crimes committed from their homes.

Home Secretary Yvette Cooper said the changes were “vital” to safeguard children and vulnerable adults and help keep communities safe. These new measures are part of a broader effort to disrupt exploitation and protect those most at risk.
